The Enforcement Division’s Training Section is seeking an Air Resources Technician II to provide high quality customer service and more complex technical support to its Visible Emissions Evaluation (VEE) program.
The training team promotes the understanding of and full compliance with air pollution regulations and control methods to reduce air pollution emissions in California. We provide comprehensive training to public agency and industry staff in (1) strategies and techniques for controlling emissions from stationary sources, (2) monitoring compliance with and enforcing stationary source emissions regulations, and (3) evaluating the opacity of visible emissions emitted from any source. Training courses are attended by local air district inspection and engineering staff, other State and federal regulatory staff, industry environmental engineers, regulatory compliance specialists, and the regulated community. The VEE program trains and certifies local air district staff, regulated sources personnel, and port law enforcement personnel in the use of U.S. Environmental Protection Agency Method 9 to visually assess the opacity of emissions from stationary sources. VEE readings are used to determine whether stationary sources are in violation of opacity limits, to conduct standard and start-up inspections, and when responding to complaints.
As part of the VEE program, the successful candidate will support a team conducting VEE training and certification. Typical duties include: Operating and maintaining the VEE smoke generator; conducting pre-certification instruction for new students; proctoring field sessions of VEE certifications; providing logistical support to the VEE program (e.g., scheduling, procurement, and grading); assisting professional staff in developing course materials; and communicating effectively with students, local air districts, and other stakeholders to address questions or concerns.
