The AFNWC Director Engineering and Technical Management serves as the office of primary responsibility for all matters concerning the Air Force Scientific Advisory Board, Cyber Resilience Office for Weapons Systems (CROWS), and product assurance. The incumbent is expected to build a broad coalition of support across the Department of Defense, Department of Energy, and other government agencies to resolve issues affecting the nuclear enterprise efficiently and
effectively and ensure the credibility of the nuclear deterrent.
The incumbent is accountable for achieving successful results through the establishment of engineering policy for the Center, communicating the Center position at internal and external forums, and to committing AFNWC resources for Center operations and program execution. The
incumbent is the principal advisor to the AFNWC/CC and AFPEO/SS on systems engineering for ACAT 1, 2 and 3 programs. The incumbent will serve as a senior representative or Chair on the Source Selection Advisory Council for major nuclear weapons system acquisitions. The incumbent serves as the Center Senior Functional for Science and Technology (S&T) for AFNWC and ensures the timely transfer
of corporate knowledge, experience, and technical resources.
The incumbent will maintain awareness of the global strategic environment affecting the current strategic deterrent force and trends that are potential risks or opportunities that will shape future requirements. The incumbent will be responsive to change and drive change to keep the Air Force nuclear weapons systems effective in the face of evolving threats and technology. The incumbent plans for the current and future development of all AFNWC weapon systems, subsystems, and equipment. Planning encompasses consideration of technical integration across all AFNWC portfolios which include flight systems, avionics, armament, manufacturing, sustainment, NC3 network systems, support systems, support equipment and overall systems engineering and technical support in areas such as science and technology transition, validation, verification, and nuclear certification.
The incumbent must guide the activities of senior leaders, senior colonels, and high-ranking civilians in fulfillment of the AFNWC mission which includes a vast array of complex systems engineering management efforts across a diverse set of acquisition and sustainment programs in AFNWC to include digital transformation management. The incumbent is responsible for all activities of the AFNWC Engineering Directorate in the establishment of overall policies and the assignment and management of resources to assigned programs. Works with AFNWC/CC, AFPEO/SS, Chiefs of Engineering and Division Directors to review programs and provide guidance within AFNWC to ensure required resources are adequate to maintain support for all programs. Establishes policies for and oversees risk management activities consistent with DoD and AF guidance and direction to ensure
engineering compliance with cybersecurity and mission assurance processes.
The AFNWC Director of Engineering and Technical Management/Services provides executive leadership, oversight, management, supervision, and direction to one or more organizational unit(s), is held accountable for the success of specific line or staff functions, monitors and evaluates the
progress of the organization toward meeting goals, and makes adjustments in objectives, work plans, schedules, and commitment of resources. The Director has six (6) direct reports: one Deputy Director (GS-15 equivalent), one Technical Director (GS-15 equivalent), one Chief of Information
Technology (GS-15 equivalent), one Division Chief, Test & Evaluation (GS-15 equivalent), and two GS-14/equivalent Division Chiefs (Systems Engineering Services and Cyberspace Effects Operations). The Director applies sound personnel management practices that will ensure highest employee morale and efficiency, ensures personnel management initiatives are consistent with strategic plans, exercises leadership in acquiring a diverse workforce, and enforces equal opportunity and treatment. The Director exercises final authority for the full range of personnel actions
recommended by subordinate organization supervisors, delegates personnel management responsibility to subordinate organization leaders consistent with AFMC management philosophy, ensures compliance with applicable laws and regulations, and is responsible for actions involving key personnel.
EDUCATION REQUIREMENT: This position requires a Bachelor of Science Degree in Engineering from an accredited institution. The General Engineering (0801) series requires: A professional engineering degree from an accredited institution.
To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits: (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; or a combination of education and experience.
An advanced degree in engineering, science, business management or related professional field is desired.

The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items.
