Summary

Work Schedule : 29 hours weekly
Monday- Friday: 5.75 hours a day

Job Duties and Responsibilities

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related or a logical assignment for this classification.

Performs payroll, accounting, collections, accounts receivable, accounts payable, cashiering and record keeping duties as necessary.

Processes payroll and enters data into the financial management system and runs reports to summarize, track, verify, reconcile and balance data as necessary.

May assist in developing and/or costing out City's bargaining proposal alternatives for consideration; costs out union bargaining proposals and collects and maintains confidential bargaining data on behalf of the City.

Processes accounts payable and enters data into the financial management system; run accounts payable checks and required reports to summarize, track, verify, reconcile and balance data as necessary.

Performs cashier duties. Receives payments, makes deposits and reimburses petty cash funds. Enters data into cashiering system and prepares deposit slips and daily work files as necessary.

Processes various billings. Determines and updates billing schedules, computes charges, follows-up on payments submitted on-line.

Receives and processes various applications (Business Tax Receipt, Alarm Permit Fees, Special Event Permits, Liens, Solicitation Permits, etc.). Ensures that requirements are met, procedures followed, and necessary documents and payments are received.

Prepares and mails noncompliance notices, non-renewal notices, and invoices of delinquent fees.

Collects payments from roll-off businesses and telecommunication companies as necessary.

Assists in processing and recording payment receipts.

Posts and maintains journal entries, ledger balances and other records. Research, compiles and calculates data.

Codes and maintains records of City capital expenditures.

Prepares adjusting and closing entries. Assists external auditors.

Prepares reports, financial statements, and requisitions. Inputs data into computer and runs reports.

Reconciles various ledgers and accounts.

Communicates with other departments and the public. Answers questions, acquires information, and provides assistance.

Works independently on routine office duties; consults with supervisor on more difficult or unusual problems.

Exercises initiatives and uses independent judgment under the general direction of assigned supervisor.

Works on special projects as assigned by higher-level administrator in the Department of Finance.

Conforms with and abides by all regulations, policies, work procedures and instructions.

Performs other related tasks as required.


Qualifications

Bachelor's degree with major course work in accounting. Two years' experience as an accountant in general or public accounting area, or four years bookkeeping experience. Two years of payroll processing experience.

A comparable amount of training or experience may be substituted for the minimum qualifications.

Valid Florida Driver's License

PART-TIME (15-24 Hours):

ANNUAL LEAVE: 4 days per year (1 day is equivalent to 4.80 hours). Leave is accrued but not able to use during first 90 days of employment.

SICK LEAVE: 4 days per year. Employees may convert to annual leave 15 hours if more than 2 days have been accrued and unused during the fiscal year.

HOLIDAYS: 11 holidays (If scheduled to work, plus 1 floating day).

BEREAVEMENT: 3 Days for the death of an immediate family member (Parent, spouse, or child) and 2 days for any other immediate family member.

ADMINISTRATIVE SICK LEAVE: Employees who have not used sick leave, leave without pay, or have not lost time due to an on-the-job injury in a 6 month period are entitled to 1 day of administrative leave.

CASH PAY OUT OF VACATION: Employees may request payment of accrued/earned annual leave not to exceed 15 hours at the rate of pay in effect at the time of the request, provided such request is made no later than September 30, 2015 (or as amended every fiscal year).

MILITARY LEAVE: 30 work days every year with pay and the remainder of the period shall be without pay, unless otherwise provided by City Commission.

JURY DUTY: Time off with pay if scheduled to work.

ANNUAL LEAVE: 8 days per year (1 day is equivalent to 5.80 hours). Leave is accrued but not able to use during first 90 days of employment.

SICK LEAVE: 8 days per year. Employees may convert to annual leave 30 hours if more than 4 days have been accrued and unused during the fiscal year.

HOLIDAYS: 11 holidays (If scheduled to work, plus 1 floating day).
