GENERAL SUMMARY: Performs various human resources functions in support of human resource operations at the College to include recruitment, benefits administration, time and attendance, record keeping, and employee data and record management. This position reports to the President at River Valley Community College.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Serves as a central point of contact for College employees on human resources, benefits, and payroll-related issues, CCSNH and College policies and procedures, collective bargaining provisions, state, and federal regulations.
  • Coordinates the recruitment strategies and selection processes for full and part-time positions and adjunct faculty in accordance with policies and procedures while ensuring a diverse pool and equitable process.
  • Advertises positions and outreaches to prospective candidates, corresponds with applicants, and advises search committees about effective and legal interviewing techniques.
  • Organizes, and conducts new-hire orientations and facilitates the employee onboarding process on campus.
  • Maintains employee data and records within the CCSNH’s human resources and payroll information system and the automated time and attendance system.
  • Assists in the gathering, auditing, and processing of time and leave records as required for the bi-weekly payroll process for exempt (salary) and non-exempt (hourly) staff.
  • Responsible for faculty workloads, clinical contracts for academic departments and preparing and collecting adjunct faculty contracts and processing manifests for payroll.
  • Assists in tracking completion of annual performance evaluations for full and part-time employees.
  • Serves as a point a contact for employee leave of absences, benefit inquiries, plan enrollments, changes, and terminations.
  • Cultivates a culture of trust and teamwork by regularly communicating with all employees ensuring the prompt and accurate dissemination of information and by participating actively as a member of the College community.
  • Responsible for the reporting of employee accidents and promptly filing worker’s compensation claims. Monitors work-related injuries/illnesses and individuals’ return to work status.
  • Maintains up-to-date job descriptions for all College faculty, staff, and administrators.
  • Works collaboratively under the guidelines established by the CCSNH System Human Resources Office in the implementation of system-wide human resources programs and activities and represents RVCC on System HR teams.
  • Performs other related duties as assigned.

QUALIFICATIONS:

Education: Associate’s degree in human resources management, business administration, or related field. Bachelor’s degree desired.

Experience: Five (5) years of professional work experience in human resources. Each additional year of approved formal education may be substituted for one year of experience.

License/Certification: Valid driver’s license or access to regional travel. Professional in Human Resources (PHR) or SHRM Certified Professional (SHRM-CP) certification desired.

ADDITIONAL DESIRED QUALIFICATIONS: Knowledge of principles and practices of human resources management, workers’ compensation laws and procedures, and laws governing human resources and employee rights. Ability to effectively manage personnel issues with the upmost confidentiality. Ability to work within the framework of a collective bargaining environment and to interpret and follow collective bargaining agreements. Knowledge of human resource information systems, software, and applications. Ability to effectively evaluate employment applicants and coach hiring managers or committees on how to do the same. Ability to understand, interpret and apply policies and regulations. Ability to demonstrate discretion, exercise sound judgment and maintain the strictest confidentiality. Demonstrated ability to identify, resolve, and consult on a wide range of personnel issues while focusing on institutional needs and priorities. Effective project management and organization skills. Ability to work well in a team environment. Ability to express ideas clearly and concisely both orally and in writing. Ability to work independently and exercise sound judgment in the performance of duties. Proficient in the use of technology. Ability to establish and maintain effective working relationships with other employees, job applicants and the public.
