Environmental Analyst III – Air Stationary Sources Branch, Boston


The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. MassDEP seeks applicants for the position of Environmental Analyst III (EA III) in the Air Permitting Branch within the Air and Climate Programs Division. Under the supervision of the Air Permitting Branch Chief, the EA III will provide technical and policy support for air permitting regulations, policies, and programs to ensure clean air quality for the citizens of the Commonwealth. The EA III will support new program initiatives in environmental justice, air toxics and cumulative impact analysis. The EA III will work independently or as part of a team, supporting MassDEP regional air permit staff, and represent the agency to regulated facilities, consultants, other state agencies, regional and national organizations, the U.S. Environmental Protection Agency (EPA), and the public.

Duties for this position include, but are not limited to, the following:

  • Researching, developing, revising, and implementing regulations, policies and guidance documents required to support the State Implementation Plan and its revisions under the federal Clean Air Act.
  • Analyzing federal regulations with respect to their implementation in Massachusetts.
  • Researching and developing strategies and programs to address key emerging environmental issues such as cumulative impact analyses, environmental justice, emerging air toxics contaminants (e.g., PFAS), innovative technologies, and others as assigned.
  • Participating on behalf of MassDEP in state and regional organizations dealing with air pollution control issues.
  • Coordinating with and supporting MassDEP regional offices on permitting, regulatory and policy issues.
  • Providing assistance, guidance and regulatory interpretations to the public, other state agencies, legislators, and industry.

Preferred Qualifications:

At least 4 years of professional experience in stationary source air pollution control regulations or technical issues; federal and state regulations, state implementation planning, regulatory development, and technical analysis.

  • Knowledge of state and federal air pollution regulations and controls at stationary facilities, including electric power generation, manufacturing sectors, medical and educational institutions, and state and municipal operations.
  • Experience and working knowledge of Massachusetts air pollution regulations, policies, and programs.
  • Familiarity with the federal Clean Air Act, state and federal air quality policy, regulation development and associated administrative procedures.
  • Experience analyzing environmental data or using quantitative models for evaluating programs or assessing environmental conditions.
  • Experience and ability to supervise contractors.
  • Demonstrated initiative and ability to work independently while also interacting effectively in a team environment.
  • Self-motivated and the ability to operate effectively with minimal supervision; to discern the needs of an organization, develop objectives, and communicate those to team members and managers.
  • Excellent oral and written communication skills and the ability to present complex technical concepts, processes, and data in a clear and concise manner.
  • Excellent computer skills including experience with word processing, spreadsheet, and database software and experience using virtual meeting platforms.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience. *

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology, or public health may be substituted for a maximum of two years of the required (A) experience. *

III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology, or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. *


  • Education toward such a degree will be prorated based on the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
