The hours for this position are flexible, with a minimum of three days of work per week (21 to 25 hours), including at least one day per week in the East Hampton office.


PURPOSE/SCOPE OF POSITION

Implement Human Resource processes, systems, and procedures which support the Agency's strategic plan and annual objectives and contribute to the overall efficient operation of the Agency. The person in this role is responsible for all aspects of HR's daily operations and provides support and guidance to the Agency's executive team.


SPECIFIC RESPONSIBILITIES

Recruitment and Retention

  • Consistently seek ways of improving the Agency's employee value proposition and position the Agency as an employer of choice
  • Recruit high-quality candidates in the most cost-effective manner for all exempt-level and Director roles within the Agency
    • Create job postings and post positions via the Applicant Tracking System (ATS)
    • Review resumes and conduct telephone screenings and face-to-face interviews
    • Present qualified candidates to the hiring manager
  • Regularly update New Hire Orientation, ensuring alignment with regulatory requirements (including HIPAA, OSHA regulations, and compliance training requirements)

Training and Development

  • Coordinate training and development calendar, including leadership development, staff development, compliance workshops, and in-service events, and evaluate all educational programs
  • Facilitate high-quality Leadership Development workshops and coordinate Employee Development or in-service workshops for staff members
  • Oversee the maintenance of comprehensive training records for all training programs, in-service sessions, and online learning

Leadership

  • Provide leadership to assigned team members; coach and train as needed
  • Create, communicate, and regularly update career progression plans

Benefits

  • Ensure that staff compensation and employee benefits are competitive
  • Act as the Agency's benefits administrator and manage the annual open enrollment process
  • Oversee contract review for benefits and ATS/HCM/HRIS contracts at implementation and renewal

Employee Relations

  • Conduct workplace investigations in accordance with NYS and SHRM guidelines
  • Coach supervisors through employee performance issues and assist with the performance improvement process
  • Conduct all agency terminations; provide COBRA and unemployment information upon separation as required by law

Other

  • Make appropriate notifications for staff changes (new hires/terminations) and maintain an up-to-date organizational chart
  • Maintain an up-to-date position description for all positions and staff within the Agency
  • Continually introduce process improvement and money-saving measures

QUALIFICATIONS

Master's degree in Human Resources or related field; 10+ years of experience in Human Resources, including a minimum of two years of experience as the head of a Human Resources Department or an equivalent combination of education and experience sufficient to perform the duties of the position. SPHR or SHRM-SCP preferred.

Required capabilities:

  • High proficiency with Microsoft Office Suite, including formula-based Excel Spreadsheets. Regularly use Word, Excel, PowerPoint, and the Internet and Intranet
  • Highly proficient with applicable Applicant Tracking Systems (ATS) and Human Capital Management Systems (HRIS/HCM)
  • Experience as an implementation lead during a payroll system conversion for HRIS, benefits, or training preferred
  • Must have a valid New York State Driver's License in good standing
