Job Description

The four Forensic Psychiatric Evaluation Court Clinics, or FPECCs (Bronx, Brooklyn/Staten Island, Manhattan, and Queens), are operated by Correctional Health Services, a division of New York City Health + Hospitals. Clinical staffing consists of psychiatrists and doctoral-level psychologists. They conduct fitness to proceed evaluations under Criminal Procedure Law Article 730 (CPL 730) and pre-sentencing evaluations under Criminal Procedure Law Article 390 (CPL 390) for criminal defendants with cases in the Criminal and Supreme Courts in New York City, the majority of whom are detained in the NYC jails. Defendants, whether in custody or in the community, are either produced in person to the Clinics or examined remotely by videoconference. FPECC clinicians are occasionally required to provide courtroom testimony regarding their CPL 730 evaluations.

The Brooklyn/Staten Island FPECC Director reports to the Citywide FPECC Director and is responsible for the overall clinical oversight, management, and development of the Brooklyn/Staten Island FPECC, located in the Kings County Supreme Court Building. The Director will provide strong leadership, mentorship, and supervision for clinical staff; personally conduct CPL 730 and CPL 390 evaluations; work collaboratively with CHS administrative staff; create and oversee training programming for clinical trainees; interact with the Kings County courts; and report to FPECC and CHS/H+H about specific metrics, outcomes, and issues of interest. From time to time, the Director may be required to provide clinical or supervisory coverage for the other FPECCs and may, under special circumstances, be required to conduct evaluations on Rikers Island

Responsibilities:

  • Ensure that Clinic staff conduct their evaluations in a professional manner and document their findings and opinions clearly, concisely, and in accordance with recognized national and professional standards.
  • Ensure that Clinic staff maintain the highest levels of honesty and objectivity in forming their forensic opinions.
  • Develop and maintain lines of communication with local Court, legal, and Department of Correction personnel.
  • Ensure that all staff adhere to FPECC, CHS, and H+H policies, procedures, and operating manuals related to FPECC
  • Personally conduct CPL 730 and CPL 390 evaluations and testify in court as needed.
  • Provide direct supervision to clinical staff and trainees.
  • Participate in FPECC quality improvement projects and compile performance metrics as needed.
  • Participate in staff training programs related to conducting court-ordered psychiatric evaluations, including interviewing techniques, documentation practices, and courtroom testimony.
  • In collaboration with FPECC leadership and Clinic staff, develop and monitor training curricula for trainees, who may include psychology interns/externs, forensic psychiatry fellows, and psychiatry residents.
  • Take responsibility for personnel management of clinical staff, including recruiting and hiring (together with the Director of FPECC); managing workforce complaints; limiting conflicts of interest; implementing and monitoring disciplinary procedures; and initiating terminations.
  • At the request of the Director of FPECC, provide clinical and supervisory coverage to other FPECCs as needed.
  • Other duties and responsibilities at the discretion of the Director of FPECC.

  • Excellent forensic report writing skills
  • Excellent interpersonal communication skills and ability to work collaboratively and professionally with other disciplines
  • Strong leadership skills with ability to identify staff needs and provide mentorship and education to suit those needs
  • Ability to effectively delegate and assign tasks with responsibility for follow-up
  • Experience managing quality improvement activities in a healthcare or criminal justice setting
  • Good computer skills, including proficiency with word processing programs, spreadsheets, PowerPoint, video conferencing applications, and other programs commonly used in professional settings
  • Fluent in spoken and written English

Qualifications:

  • Education:M.D., or D.O. degree with valid New York State license in good standing
  • Advanced training in forensic psychiatry, such as completion of a Fellowship in forensic psychiatry, or equivalent experience.

Current certification by the American Board of Psychiatry and Neurology in Forensic Psychiatry

  • Experience:At least three years of post-training experience conducting forensic evaluations in criminal justice settings, including competence to stand trial evaluations

Minimum Qualifications

1. A Master's degree from an accredited college or university in hospital administration, health care planning, business administration, public administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or

2. A Baccalaureate degree from an accredited college or university and eight (8) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or

3. A satisfactory equivalent combination of education, training and experience. However, all candidates must have a minimum of a Bachelor’s Degree.

Pay: $195,000.00 - $205,000.00 per year
